I ride both english and western, and I use a 18" English saddle and an 16" western, so I'd go with a 16" English if I were you and see if that works.
The best way to find out what size gullet you will need is to have a saddler or your trainer come out and measure your horse.
I personally like my Stubben saddle, but they are a bit on the expensive side(about $600- $800 new), but a very good brand. A Gatsby is also pretty good, but a little less expensive.
Before you buy the saddle ask to try it out for a few days or even a week. That way you can find out if it will work for you and the horse. If it doesn't you can always give it back and try another.

you're probably a 54cm. it depends on your torso. if you're new to cycling you might want to get fitted somewhere so you can have your size for future reference. as far as building a single speed you basically just need a freewheel. But if you're wanting to build up a fixed gear(much cooler and alot more fun) you'll need to have a track cog and lock ring. However, if you do build up a fixed gear you need to try to find a frame with horizontal dropouts to keep you from spending well over $100 on a hub. Or you could always get a flip flop hub that has a freewheel on one side and a fixed gear on the other. risk carried by the insurance company. This economy-of-scale will only work with a single national carrier. There was a command in word and excel that was called Paste Special from the edit menu. After copying the cells from the first workbook you go to the second workbook right click and select paste special then paste link. Select the correct options for you before you hit paste link.
